Ingredients:
1 pound lean ground beef
1 medium onion chopped
3 cloves garlic minced
½ tsp paprika
½ tsp onion powder
¼ tsp ground cayenne pepper
2 tbsp brown sugar
1 (15 oz) can tomato sauce
1 (14.5 oz) can low sodium beef broth
1 c long-grain white rice (uncooked)
2 tbsp olive oil
1 medium head green cabbage chopped
1 ½ c finely shredded sharp cheddar
1 ½ c finely shredded Monterey Jack Cheese
Directions:
Step 1: Prepare the oven and preheat to 175 degrees C or 350 degrees F.
Step 2: Apply cooking spray in a 9×13-inch casserole dish.
Step 3: Place a skillet on the stove and turn the heat to medium.
Step 4: Add a little oil and allow it to become hot.
Step 5: Add the ground beef and cook for a few minutes until slightly brown.
Step 6: Add the onion and cook until translucent.
Step 7: Adjust the heat down to low, then add in the garlic. Sauté for a minute or until aromatic.
Step 8: Discard any excess grease from the skillet.
Step 9: Add the onion powder, paprika, brown sugar, tomato sauce, cayenne, rice, and beef broth. Allow the mixture to simmer for 20 minutes or until the rice is soft.
Step 10: Place another skillet on the stove and turn the heat to medium.
Step 11: Add oil and allow it to become hot.
Step 12: Add half of the sliced cabbage and sauté for about 5 minutes or until translucent.
Step 13: Transfer the cabbage onto the prepared casserole dish and spread it on the bottom.
Step 14: Spread half of the ground beef mixture over the cabbage and top it with half of the cheeses. Stir until well blended.
Step 15: Repeat steps 12 to 15 until everything is arranged in layers.
Step 16: Cover everything with foil.
Step 17: Place the casserole dish inside the preheated oven and bake for about 20 minutes.
Step 18: Remove the cover and bake for 20 minutes more or until the cheese has melted completely.
Step 19: Remove from the oven and allow it to cool at room temperature.
Step 20: Serve and enjoy!
